Zero Carbon Step Code Update:

Effective March 10, 2025

Starting March 10, 2025, all new buildings under the BC Energy Step Code must meet at least EL-1 of the Zero Carbon Step Code. Builders can comply by completing energy modeling or declaring space and water heating equipment.

Most builders already meet this requirement through the existing Step Code Compliance Checklist or local building departments’ energy efficiency data.

Are Energy Estimates for High-Performance Homes Accurate?

Energy modeling estimates energy use and emissions in high-performance homes, but real-world data is limited. To address this, ZEBx, supported by BC Hydro and the City of Vancouver, has launched a data-collection initiative to track actual energy use, emissions, and the reduction potential of gas-fired heat pumps.

The Canadian Home Builders’ Association (CHBA) certifies Qualified Net Zero Builders for their expertise in constructing homes that generate as much energy as they use annually. These builders lead in high-performance housing, offering energy-efficient homes with lower bills and greater comfort. Certification requires rigorous training and collaboration with CHBA Net Zero Energy Advisors to meet strict technical standards.

It represents the predicted capacity of the heating system required to maintain the home at the design indoor temperature of 22 °C (71.6 °F) in the winter
