A Message from our President Luke Dolan

This year has been a challenging one for British Columbia’s building community. Rising costs and ongoing affordability pressures continue to affect architects, builders, and homeowners alike, keeping the delivery of quality housing top of mind across the province.

Despite these challenges, we’ve seen continued momentum toward high-performance homes and buildings—designed to be comfortable, durable, healthy, and resilient. These qualities support long-term value, lower operating costs, and better outcomes for occupants, while helping ensure buildings perform as intended over their full lifespan.

We’ve also seen important changes in regulatory expectations, including the City of Vancouver’s embodied carbon requirements for Net Zero projects, prompting earlier and more thoughtful decisions around materials and construction practices that support durability and efficiency.

As we look ahead, we remain committed to supporting practical, high-quality building solutions across BC. Thank you to our clients and partners for your continued trust and support—we look forward to working together in the year ahead.

City of Vancouver – Embodied Carbon Requirement

As you may have heard, new applications for the 19% incentive for CHBA Net Zero and Passive House projects in 2026 will also need to show how the design will reduce embodied carbon.

Rebates for CHBA Net Zero Training

 To help prepare the industry for future building codes, CHBA is conducting a 3-year (to March 31, 2027) NRCan-funded project, with training rebates/discounts on a first-come, first-serve basis. If you are considering upskilling your team, now is the perfect time!

CleanBC Independent Review Final Report

 The province released the CleanBC Independent Review Final Report last month. It contains several recommendations with direct implications for residential construction and future building code requirements. Some actions from the review affecting the residential new construction are:

  • Remove the net-zero energy-ready step (Step 5 for Part 9 buildings and Step 4 for Part 3)
  • Zero Carbon Step Code timelines to target Strong Performance (EL-3) in 2027 and Zero Carbon Performance (EL-4) in 2030
  • Push Step Code timelines to 2030 for Step 4 (Part 9)

HAVAN 2026 Awards

 

The 2026 HAVAN Awards for Housing Excellence are now open for submissions. Eligible new and renovation projects must be completed between January 1, 2024, and January 20, 2026, with submissions due January 20, 2026. All projects must be built/renovated by a HAVAN-member. Apply now!

Deadline for Canada Greener Homes GRANT

Natural Resources Canada (NRCan) has provided an update on the new deadline implemented on all outstanding Greener Homes Grant participants. All retrofits, evaluations and document submissions MUST be completed prior to December 31, 2025 to receive the grant payment.

Deadline for 2023 New Homes Program

Projects pre-registered under the 2023 (and older) New Home Programs must reach occupancy by December 31, 2025. Rebate applications are due within 6 months of completion or by June 30, 2026, whichever comes first.

DEFINITION OF THE MONTH

MCE2

A tool to quantify the greenhouse gas (GHG) emissions associated with specific low-rise, residential building for Canada’s home building industry, set out by NRCan. It provides two important estimates:
1) GHG emissions associated with manufacturing required building materials; and 2) operational GHG emissions.

Please remember to book your mid construction and final blower door tests at least two weeks in advance!
Friendly reminder to anyone needing to book their blower door tests. Please give us a call or email us at manager@capitalhomeenergy.com two weeks in advance to ensure we can have you on the schedule. This will ensure a quicker turnaround time for your reports!

We recommend contacting us for your mid-construction test just before the insulation starts.
