 Preparing For & Adopting the Zero Carbon Step Code 

Nanaimo City Council voted in support of Zero Carbon Step Code. New buildings must meet the Zero Carbon performance level (EL-4) starting Jul 1, 2024. Staff are working on amendments to the City’s Building Bylaw which will be brought back to City Council for final approval.

The Cities of VictoriaSaanich and View Royal also required the Zero Carbon Step Code be implemented for Part 9 residential buildings by Nov 1, 2023.

Starting Jan 1, 2024, the City of Burnaby will update their building requirements to align with the Zero Carbon Step Code, EL-3. They will be engaging with stakeholders in building and construction on their implementation strategy.

Burnaby will  host a Part 9 Builders Breakfast on Tue Sep 26, 8:30 – 10:30am at the Anvil Centre in New Westminster. Click HERE for more information.

Important Changes to FortisBC’s New Home Program

There are changes to FortisBC’s rebate and incentive programs for natural gas equipment. On June 30, 2023, the BC Government made a regulation change that discontinued FortisBC’s ability to offer rebates and incentives for gas equipment less than 100% energy efficient.

Pre-registration for the rebate program must be submitted by December 31, 2023.

A Sweeping First Step for CoV

Last Thursday, after an 8 hour public hearing, the Vancouver Council unanimously passed a motion for lower-density neighbourhoods to allow up to eight homes on a single lot.

The new zoning changes allows for multiplex homes as an option for new builds along with an amendment to allow for character homes to add units to the existing dwelling.

This motion also carries a reduction in the size of single-detached homes but increases the size of new laneway houses in an effort to encourage adoption of the multiplex,  .

Standard-size lots can now carry up to four units with larger lots able to hold up to eight.

With respect to zoning changes, the motion consolidates nine low-density residential zones into a single new residential inclusive zone with a goal of simplifying regulations. Click HERE for more information.

BC Step Code Compliance Webinars

On May 1, 2023, Revision 5 of the BC Building Code 2018 came into effect. Revised Step Code Compliance Checklists for Part 9 and Part 3 buildings have since been released to reflect the changes, which include updates to the Energy Step Code and the introduction of the Zero Carbon Step Code.

CHBA: Net Zero Builder Training

The CHBA Net Zero Training courses are only available through CHBA Qualified Net Zero Service Organizations, and delivered by CHBA Qualified Net Zero Trainers. This course is a requirement for builders/energy advisors participating in the CHBA Net Zero Home Labelling program, and covers advancements in technology and innovations in the housing industry.

Book your blower door tests – two weeks notice!
Friendly reminder to anyone needing to book their mid-construction and final blower door tests. Please give us a call or email us at manager@capitalhomeenergy.com two weeks in advance to ensure we can have you on the schedule. This will ensure a quicker turnaround time for your reports! We recommend contacting us for your mid-construction test when insulation has started.
