To start the year off, we wanted to showcase this beautiful development in Campbell River on Vancouver Island. The developer – Monterra Projects, is a Vancouver Island based company that has expanded across BC and Alberta over the last 30+ years. The Monterra team, specializes in Building high quality custom homes, multifamily developments and apartments.
This project consists of Luxury Duplex Homes that are targeting Step 4 of the BC Energy Step Code.
Currently in Campbell River, Step Code is not enforced. However, as part of their baseline building standards, Monterra goes way beyond minimum code compliance.
- These duplex units are approximately 45% more efficient than your average minimum code-built home, which means low operating costs.
- They provide airtight construction techniques, reducing the chance of condensation issues in the building assemblies.
- They provide balanced ventilation for a healthy indoor air quality management.
- They are comfortable to live in, with properly sized heating systems.
- They provide cooling in the summer months with state-of-the-art heat pump technology.
Highlights of the home include:
- Foundation walls: 4” R-16 EPS rigid Styrofoam
- Above grade walls: 2×6 @ 24” o/c R-22 Batt
- Ceilings: effective R-50
- Windows: high performance double glazed low E argon gas filled
- Air barrier: Exterior air barrier taped and sealed
- Air tightness: 1.5 ACH or lower (air changes per hour)
- Ventilation: HRV (heat recovery ventilation)
- Heating system: High efficiency Natural Gas furnace combined with air source heat pump

You have heard of NetZero, but with that goal feeling out of reach for a lot of projects, NearZero is a ‘stepping stone’ initiative to accelerate and incentivize the decarbonization of Vancouver Homes. We recently attended a seminar with NearZero.ca, it was informative and if you follow us on Instagram you will have seen some snippets of the day. Stream 2 – Embodied Emissions
- Reducing the embodied carbon of a home by choosing low carbon materials
- Applicants will receive financial support to their project if it achieves embodied carbon lower than 200kg CO₂ e/m².
- Must provide information about how they achieved their embodied carbon reductions
- Applications will assess the embodied carbon of their home using the Builders for Climate Action BEAM tool – free training will be provided
- CoV will prioritize applications from Black, Indigenous or persons of colour SLGBTQ communities and women
- The greater the reduction in embodied carbon the greater the financial return (see infographic below)
- Property must be located in Vancouver, considered a Part 9 building, less than 325m² (3500 sq ft) and must satisfy the City’s energy and emissions requirement

Energy Efficiency and Revisions to BCBC 2018 in 2023: The public review period on the proposed energy efficiency and carbon pollution changes to BCBC 2018 closed November 4, 2022. The feedback received highlighted the need for a smooth transition to the proposed requirements. As a result, the Ministry is considering options to minimize disruption to in-stream projects, including the possibility of a delayed effective date to allow for bylaw amendments and project design adjustments prior to the regulation coming into effect. 2023 Built Green NetZero Energy+ Program Updates:
For gold or platinum projects that reach net zero energy, recognition of achievement is given providing the builder has passed this training. The builder must also be working with an Energy Advisor who has also taken the aforementioned training.

As of January 1, 2023:
- All permanently installed new air conditioning systems in existing detached homes must provide both low carbon heating and cooling.
- Renovation projects in detached 1-2 dwelling homes, with a construction value over $250,000, are required to electrify their existing space heating and hot water systems to the same requirements in the Building By-law for new construction.CLICK HERE to read more or apply for the permit.

Paul Dowsett, an architect by trade, lives in a neighbourhood in East Toronto. Paul and his neighbours are part of the Pocket Change Project, a local initiative looking at ways to reduce emissions on a neighbourhood scale. They aim to renovate their homes one by one, with the end goal of producing zero greenhouse gas emissions. Embodied Emissions
Embodied carbon is the carbon dioxide (CO₂) emissions associated with materials and construction processes throughout the whole lifecycle of a building or infrastructure.
It includes any CO₂ created during the manufacturing of building materials (material extraction, transport to manufacturer, manufacturing), the transport of those materials to the job site, and the construction practices used.
Put simply, embodied carbon is the carbon footprint of a building or infrastructure project before it becomes operational. It also refers to the CO₂ produced maintaining the building and eventually demolishing it, transporting the waste, and recycling it.
Embodied carbon is distinct from operational carbon — the carbon that comes from energy, heat, lighting, etc. Thanks to advances in reducing operational carbon, recent data from the World Green Building Council indicates that embodied carbon is becoming a larger portion of a building’s overall carbon footprint.
